Completion of this 16-hour online course and your live-fire qualification will enable you to apply for your California CCW with an agency in a county where you intend to visit. This course is broken down into multiple sections containing lessons of instruction that you will be quizzed on at the end of each section, along with a Final Exam covering all course content. You may start, stop, and resume as much as you like. You must complete the lectures or reading segment before you will be able to complete the section quizzes. Each lesson is timed to meet California State Requirements of 16-hours. You have 90 days to complete this course from time of purchase.
Once you have completed the course, you will be able to print and/or save a certificate of completion. You will then provide that certificate to your issuing agency along with your certificate or form for completion of your “live-fire” qualification. Every non-resident applicant will need to qualify with the firearms they intend to apply with. Course of fire is provided by the issuing agency where you will apply for your concealed weapons license. Applicant's firearms must be legal to carry in California.

Until 2025, non-California residents were ineligible to obtain licenses to carry (LTCs). While California still does not recognize any other state's CCW, a federal court decision in CRPA v. LASO finally granted a path for non-California to apply for and receive California-issued LTCs. This takes effect beginning Tuesday, April 22, 2025; 90 days after the court order was issued (Jan. 22, 2025). You may not apply until 4/22/2025.
California has been required by the court to make certain accommodations to it's application and approval process for non-residents. There are some major prerequisites for application, however. You must have "standing" by being a member of a plaintiff organization in the lawsuit and have a good faith expectation of visiting the jurisdiction you apply to in the next year.
Your driver’s license or ID card from another state is a valid substitution for a California driver’s license or identification card. If it does not show your current address, you may use other “reliable documentation” such as a current utility bills, a current out-of-state CCW, etc. with your correct address. A standard FBI fingerprint card is acceptable for non-resident applicants. Livescan is not mandated.
The interview portion can be completed virtually via video call. If a psychological examination is required by your issuing agency, it may either be conducted virtually via video call or by an approved examiner within 75 miles of your residence. Psychological examinations are not required by all agencies, so research carefully. Californian's must register where they live, so they are not allowed the choice of "shopping" for a better jurisdiction as non-residents can.
You still must complete California training. Any CCW qualification you had in other states does not count. You will not receive credit for it. The training process is two-step; an education online portion and a live-fire portion. If an online course is not approved by your issuing agency, online training courses approved by any other local issuing agency are acceptable. You must qualify with each gun you intend to carry in the live-fire portion. You must inform the agency of the course beforehand and they shall either approve or suggest a different course within 75 miles of your residence.
26150(a)(5), 26155(a)(5), and 26162 do not apply to nonresident applicants. You will list on the application the make, model, and serial number of the handguns you wish to carry. Note that in California you have to list and qualify with each separate handgun. Some authorities only allow you to add new firearms at the renewal period.
You may bring in your own ammo from out-of-state. The PC 30314 ammo importation prohibition only applies to California residents. California does not prohibit hollow point or other common types of handgun ammunition.
Upon approval, your non-resident license will be mailed to you. Once issued to you, California law regarding where and how you can carry your firearm applies. This is generally the same procedure in every state where local laws apply.
All codes are from the Penal Code unless otherwise indicated. Codes may have omissions and abridgments made for the sake of brevity.

Note that the NRA is not a plaintiff and their membership does not count. You must be an active member. You can join at any time; you did not have to be a member at the time of litigation to apply, only that you are a member at the time of application. Membership verification may vary by agency, but it would be wise to retain any membership cards, letters, emails, and receipts.
PC sections 26150(a)(3) and 26155(a)(3) regarding applying to the city/county where you live or work do not apply to non-resident applicants. You must apply to the sheriff or chief in a jurisdiction (city or county) that you actually in good faith intend to visit (“spend time”) in the next year (next 12 months). For instance, if you have relatives living in Yolo County that you visit regularly, you could apply in Yolo County. If you have a Disneyland trip planned, you could apply in Orange County. This means that you can apply to any sheriff/chief in a county or city that you intend to visit (in good faith), allow you to choose more CCW-friendly jurisdictions. Note that the order doesn’t stipulate what actually constitutes spending time; arguably this could include getting gas.
If a separate non-resident application is not available, the standard California Concealed Handgun License application or online portal is permitted. Non-California information, such as your driver license number, would simply be substituted for your appropriate state.

Once upon a time in the 1970’s, 1980’s & 1990’s I arrested or “Held” numerous people under the influence of or “tripping out” on psychedelic & hallucinogenic drugs Each of them were in a type of mental health crisis.
Having no viable options I was forced to use a little-known law: H.S. 5150 (No, not the 1986 Album '5150' by Van Halen). The 5150 law is a “legal hold” that allows the police keep someone in a hospital for up to 72 hours for psychiatric observation.
Okay, we’ve got ((( 5150 ))), where does the term ((( HEAT ))) come from?
I have alway been an active GANG OFFICER for my entire law enforcement career. “HEAT” is gang slang for GUN.
It was important to have a name for my new firearms school and I didn’t want to use my real name because it would be recognizable and to make matters worse, the last few California Governors have been letting the " a——holes" I helped put into prison – OUT of PRISON!
There it is gang… 5150 HEAT aka: "Crazy Gun." I eventually turned the enterprize into a Limited Liability Company (LLC).

Instructor: I am a retired Police Officer, serving more than 30-years of honorable & dedicated service to the citizens of California. My experience & education extends to virtually every aspect of the law enforcement profession.
In addition, to my patrol duties I served as a Gang Officer, SWAT, Hostage Negotiator, Fugitive Taskforce Teams, Police Firearms Tactical Instructor & Range Master tasked with mentoring & qualifying department officers. I also served as a Police Academy Instructor & Tactical Officer training thousands of men & women police academy recruits.
Due to a unique set of circumstance, I was a member of the Presidential Security Team, tasked with protecting the lives of Presidents: Nixon, primarilly but also Presidents, Ford, Reagan & Bush, playing a critical role in protecting their families, friends, cabinet members, celebrities, and visiting world leaders.
Throughout my law enforcement career I was directly envolved as a normal course of duty in numerous use of force incidents and courtroom trials.
Nevertheless, once upon a time during late April & early May 1992. I was thrown into eight critical 12-hour, night-time tours of duty: Yes, the South Central LA & Rodney King riots. I became fully involved in total war & blazing infernos on the streets of South Central Los Angeles. These were extraordinary times and circumstances, during a government imposed Martial Law, which means a state or city is placed under the control of the U.S. Military because law enforcement is vastly overwhelmed. Both the
U.S. President and the U.S. Congress have the power impose Martial Law. The riots happened less than 30-miles from where I lived.
Since retirement, as a civilian firearm instructor I have continued training responsible men & women "Responsible Gun Owners" interested in developing their personal safety & family protection, home defense, concealed carry (CCW) techniques, laws and strategies.
Since 1980, I have developed an extensive and varied background in teaching the art & science of firearms safety, situational awareness, conflict avoidance, defensive shooting, CQC (close-quarters combat) tactical concepts through actual hands-on experience in “Street Survival Skills” with “Actual on the Job” Use of Deadly Force knowledge. I take personal satisfaction in sharing my tactical know-how and knowledge with good people in need of helpful tutoring in firearms safety, self-defense & defensive shooting.
